He is optimistic about the country\u2019s recent change in government, which has made it a better environment for foreign direct investment in the mining sector. <\/p>\n<p>He\u2019s also been to see rare earths-focused Aclara Resources (TSX:ARA,OTC Pink:ARAAF). <\/p>\n<p>\u2018They had a plant where they were producing the concentrate \u2014 the carbonates \u2014 as a product.
