The company noted that Starliner is under a fixed-price contract from NASA, so \u201cthere is ongoing risk that similar losses may have to be recognized in future periods.\u201d<\/p>\n<div><\/div>\n<p class=\"body-graf\">Since 2014, when NASA awarded Boeing with a nearly $5 billion\u00a0fixed-price\u00a0contract to develop Starliner, the company has recorded losses on the program almost every year.<\/p>\n<p class=\"body-graf\">Boeing\u2019s program competes with\u00a0Elon Musk\u2019s\u00a0SpaceX, which has flown 10 crew missions for NASA and counting on its\u00a0Dragon capsules.<\/p>\n<p class=\"body-graf\">Last summer, Boeing\u2019s first crew flight went awry after part of the capsule\u2019s propulsion system malfunctioned. While Starliner delivered astronauts Butch Wilmore and Suni Williams to the International Space Station,\u00a0NASA made the decision\u00a0to\u00a0bring Starliner back empty\u00a0and use SpaceX to return the crew early this year \u2014 an agency choice that\u00a0recently became politicized.<\/p>\n<p class=\"body-graf\">Neither Boeing nor NASA have provided details on how or when they plan to resolve the Starliner propulsion issue.<\/p>\n<p class=\"body-graf\">Boeing last week confirmed that Starliner Vice President Mark Nappi was leaving his role,\u00a0Reuters reported, with the company\u2019s ISS program manager John Mulholland named as his replacement. Mullholland previously led the Starliner program from 2011 to 2020.<\/p>\n<p class=\"body-graf\">Nearly four months ago,\u00a0NASA said\u00a0it was keeping \u201cwindows of opportunity for a potential Starliner flight in 2025,\u201d but scheduled SpaceX to fly both its crews on missions launching in spring and late summer.
